Franklin on the Fourth Festival Slated for Monday, July 4 in Downtown Franklin

FRANKLIN, TN, June 27, 2011 – Franklin on the Fourth (FOT4), a home town, patriotic festival will celebrate its 15th year in Downtown Franklin again this year. The fun begins at 10 a.m. on Monday, July 4 and features more live entertainment, an expanded children’s area, community bands, and a spectacular fireworks display. The evening’s highlight will be a free concert featuring The Retro Specs, slated to begin on the City Square at 6:30 pm.
Hosted by the Franklin Lions Club and the City of Franklin, the festival features a patriotic costumed Children’s Parade for ages 0 to 13. Registration to participate will be held in front of the Franklin Theatre from 3:00pm – 3:50 pm. The parade begins its march down Main Street at 4:00 pm. Children may also ride decorated non-motorized vehicles in the parade. Best costume prizes will be awarded in each age group.
The festival also features free music and entertainment from 2 stages, a petting zoo, bungee jump, a rock climbing wall, and more. Antique cars will be on display on Main Street towards 4th Avenue. Food and craft vendors will line lower Main Street and circle the City Square.
The Retro Specs highlight the evening festivities with a free concert on the City Square beginning at 6:30 pm. The band of 12 members was formed in 1998 when Disney World came calling with a request for a band to promote a new venue at the park. The band has branched out from their Disney World days to now giving performances around the country. The band now totals 14 talented and professional musicians who perform music from the days of Donna Summer to the Black Eyed Peas of today.
The festivities culminate with a spectacular fireworks display which festival-goers can view from the Park at Harlinsdale among other locations.

The Park at Harlinsdale Farm will open at 6 p.m. on July 4th to provide a special viewing place for the Fourth of July fireworks show, sponsored by WAKM and the City of Franklin. People are invited to bring lawn chairs or blankets to view the show. The fireworks are expected to begin at approximately 9:00 p.m.

In order to prepare for the large number of visitors to the fireworks viewing, the entire Park at Harlinsdale Farm, including the K-9 Korral Dog Park, will be closed to patrons from Sunday (July 3rd) at dusk to Monday (July 4th) at 6 p.m. Visitors will be able to enter from either entrance to the Park and City staff will be present to assist with parking. Port-a-potties will be available at the Park.

No alcohol is allowed in City Parks. Fireworks and sparklers are illegal within Franklin City limits and are strictly prohibited in City Parks.

Costs of the event on the Square are being covered by sponsorships from community-minded businesses with the support of the City of Franklin and the Franklin Lions Club. Franklin Main Street Festival set for April 30-May 1, 2011

Franklin, TN – Franklin’s 28th annual Main Street Festival brings more than 200 artisans & crafters, four stages, two carnivals and two food courts to the historic Public Square and Downtown District April 30-May 1, 2011.
Hours for the free street festival are 10 a.m. to 7 p.m. Saturday, with the Fourth Avenue Street Dance continuing until 10 p.m., and all activities re-opening noon to 6 p.m. Sunday. Arts and crafts booths line Main Street from First to Fifth Avenue.
Presented by First Tennessee and produced by the Heritage Foundation of Franklin and Williamson County and the Downtown Franklin Association, the weekend event is expected to attract more than 100,000 visitors to a full slate of family-oriented activities, non-stop musical entertainment and international flavors of more than 20 food vendors.
Handmade work to be exhibited includes original oil and watercolor paintings, pottery, jewelry, furniture, woodworking, ornamental iron, stained glass, photography, home and garden accents, birdhouses, leatherwork, and much more.
In addition to a juried arts and crafts show, the festival offers a special area of children's activities on Third Avenue South between City Hall and the Old Courthouse. Free entertainment is offered continuously on four stages—the First Tennessee Stage on the Public Square, the Old Courthouse, the Heritage Stage on Fourth Avenue North and the Beer/Wine Garden Stage on Fourth Avenue South.
Three food areas offer a tasty variety of everything from roast corn on the cob and stuffed baked potatoes, Polish sausage, Asian and Mexican cuisine, Southern fare includes barbeque, burgers and hotdogs, cinnamon-roasted nuts, ice cream, smoked turkey legs, funnel cakes, kettle corn and more.
There will also be a full-scale, traditional carnival at Margin Street and Second Avenue North--the site of the future City of Franklin Bicentennial Park. The carnival opens earlier than the festival on Thursday and goes through Sunday. Carnival hours are 5 to 10 p.m. Thursday and Friday, 10 a.m. to 10 p.m. Saturday and noon to 6 p.m. Sunday, April 28-May 1.
The Main Street Festival is produced by The Heritage Foundation of Franklin and Williamson County and it division, the Downtown Franklin Association. Proceeds from the event are used to fulfill the mission of the organization, which is to protect and preserve the architectural, geographic and cultural heritage of Franklin and Williamson County and to promote the ongoing economic revitalization of downtown Franklin in the context of historic preservation.

Keeping Your Family Informed and Safe During Severe Weather

Franklin, TN – Dispatcher: “911, what is the address of your emergency?” Caller: “I hear the sirens going off, is there a tornado or something?” This is a realistic example of a call Franklin 911 Dispatchers routinely receive after activating the City’s tornado sirens. On the heels of two recent and severe storms, and with storm season rapidly approaching, the Franklin Police and Fire Departments want to be certain that residents know how to keep their families safe during the next severe weather event.

Fifteen strategically placed tornado warning sirens are located throughout Franklin’s 41.5 square miles. With the exception of a 1:00 pm test on the first Saturday of every month, these sirens are activated only when the National Weather Service has issued a Tornado Warning that includes the City of Franklin. In those cases, residents should take cover immediately.

The sirens are intended to warn people who are outdoors to take immediate cover. With factors like wind or other noise, the sirens may not always be heard indoors. Because of this, it is imperative that residents and business owners rely on local media and NOAA Weather Radio to alert them of imminent weather dangers. A NOAA weather receiver with SAME technology allows users to specify the particular area for which they wish to receive alerts. Purchasing a weather radio with this technology minimizes the number of ‘false alarms’ for events which might be a few counties away from where they live.

Severe weather typically results in a high call volume for emergency dispatchers. Non-critical calls, like checking on the status of weather warnings and requests to contact public utilities should not be made to the City’s Emergency Communications Center during severe weather.

For up to the minute information on active severe weather watches or warnings for Franklin and Williamson County, visit NOAA.gov. Residents experiencing utility problems like power outages should contact their service provider directly. Emergency services personnel cannot expedite the restoration of services.

Franklin, TN – In an effort to enhance community partnerships, Franklin’s Interim Police Chief David Rahinsky announced to his staff this morning that he wants to see officers walking a beat in Franklin’s downtown district. Yesterday, Chief Rahinsky met with downtown business owners who expressed their desire to see more officers on and around Franklin’s historic Main Street. The desire was not sparked by concerns over crime, but easy access to police by the nearly 10,000 people who visit Main Street every month. Debbie Griffin, a downtown business owner said, “Police officers walking around Main Street are good will ambassadors.”

“If it’s important to the community that we serve, it’s important to us,” said Chief Rahinsky. “It became clear to me that we should increase our visibility and accessibility downtown, and in the residential areas that lay in close proximity to downtown." Citing the fact that foot patrol will become an increasingly important component of the Department’s strategic plan, Chief Rahinsky continued, “This is an opportunity for us to enhance our community partnerships while keeping officers in touch with the community we serve. This is more than officers just walking around. This initiative affords us the opportunity to interact with the community and to receive real-time input and feedback from the people we’ve taken an oath to serve and protect.” The new patrols start today.

Franklin Tomorrow sets first “Breakfast with the Mayors.”

Franklin Tomorrow’s highly successful “Breakfast with the Mayors” series will continue in 2011, with the first event set for March 17 with Franklin Mayor Dr. Ken Moore and Williamson County Mayor Rogers Anderson and a panel on the topic of workforce education.

Historic Downtown Franklin celebrates St. Patrick’s Day early on Saturday, March 12th with the Franklin Main Street Brew Fest. The BOD asked if there were any other repairs that need to be done at this present time to be included in the loan amount. Possible additional repairs are:

ºRepairing the fence that borders Mallory Lane

ºRemoving of Bradford Pear trees

Ø The third request for streetlights to be checked was made to Gasser Properties. Debra Gerstenberger is to email Mike Woods with the list of streetlights that stay on after dawn.

Ø Dog Issue

ºChristie Berkstrom had a pit bull dog come bolting out of the house @ 704. Animal Control issued a citation. The BOD and those homeowners present discussed how to effectively control this situation. The result was that the BOD approved for a petition to be drawn up by Christie Berkstrom. Per approval of the BOD, the petition will be taken door to door to ask if the homeowners approve of measures to be taken to thwart this problem.

The BOD discussed the ongoing problem with dog owners not cleaning up after their dogs. That is why the dog stations have been installed.

The BOD suggested that cell phone pictures be taken of offending dog owners during the act of violating the By-Laws. These pictures should be emailed to the BOD and Gasser Properties. The email addresses are listed on our blog at: www.huffinemanorcircle.blogspot.com

The BOD has and will write the homeowners a letter of warning that involve both above incidents.

The BOD has requested from Gasser Properties, copies of all letters sent to homeowners regarding this dog issue.

Winter Lecture Series at Carnton

On January 27, at Carnton Plantation’s Fleming Center, The Battle of Franklin Trust hosted its Winter lecture series at 6 p.m. with “Lincoln’s Election and the Secession Drama,” examining the presidential election and the secession of southern states. The second lecture has been scheduled for February 24 th at 6 p.m. at Carnton Plantation’s Fleming Center.
“This year’s Winter lecture series is going to be packed with information that is not as widely known to the public as other aspects of the Civil War,” said The Battle of Franklin Trust President and C.E.O. Jennifer Esler. “Eric [Jacobson] and Thomas [Flagel] bring a wealth of invaluable knowledge to the first lecture.”
Historians and authors Eric A. Jacobson and Thomas Flagel will discuss Abraham Lincoln’s rise to the presidency in the midst of political turmoil. The duo will also look in-depth into the reasons behind the quick secession of the first seven Southern States. In addition, the lecture will be a detailed look at what was being said by participants at the time, as well as why the Union came undone.
At the end of the lecture, guests will have the opportunity to participate in a question and answer session with Jacobson and Flagel. The duo will also be available after for a book signing. The lectures are free to members of the Battle of Franklin Trust and there is an optional $5 donation for the general public. Space is limited to the first 100 people. Thomas Flagel is a historian and professor at Columbia State University. He has also authored numerous books including The History Buff’s Guide to Civil War, a detailed account into the Civil War.
Eric A. Jacobson is a historian for The Battle of Franklin Trust and author of For Cause and For Country, an exploration into the battles at Spring Hill and Franklin. He is also the Director of Operations for The Battle of Franklin Trust, which manages The Carter House and Carnton Plantation.

On Saturday, January 30, 2010, a large crowd gathered to support the Heritage Foundation and Next Generation for the official lighting of the marquee.
The Next Generation (NGHF or Next Gen) of the Heritage Foundation is comprised of members ages 21 to 40. The Heritage Foundation of Franklin & Williamson County is a 43 year old non-profit membership organization whose purpose is to protect and preserve the architectural, geographic and cultural heritage of Franklin and Williamson County and to promote the ongoing economic revitalization of downtown Franklin in the context of historic preservation.
Since their inception in the last 4 years, Next Gen has hosted ‘Historic Socials’ at three local historic homes, hosted the last event held in the Historic Franklin Theatre, chaired 2 homes during Historic Franklin’s Tour of Homes, published their very own cookbook A Taste of Historic Franklin and have created their own fund-raising event, Three Blind Vines where all proceeds benefit the Franklin Theatre project.

Franklin Police Offer Self-Defense Techniques Class for Women

Franklin, TN – According to statistics, 78 women are forcibly raped every hour in the United States. Just as startling: One out of four college women reported being sexually assaulted sometime during their four years of school.

The Franklin Police Department is proud to offer free self-defense training to women who live or work in Williamson County. The training incorporates the building of awareness, prevention, risk reduction and avoidance, as well as hands-on self-defense training by experienced police officers.

This 12-hour program is designed for the average woman with no previous experience or background in physical skills training. Mothers and daughters are encouraged to attend this free training together. For more information, click here.

This four-part series will meet on Tuesday 02/08/2011, Thursday, 02/10/2011, Tuesday 02/15/2011, and Tuesday 02/22/2011 from 6:00 pm to 9:00 pm at Franklin Police Headquarters.

“Helping to provide this training is something that I always look forward to,” RAD Instructor, Officer Rose Steagall said. “Participants walk away from this experience with a renewed feeling of confidence that they can avoid or overcome an attacker, we just show them how.”

City Offers Options for Residents to Recycle Live Christmas Trees
City of Franklin residents have two options for discarding live Christmas Trees.

Option one: Trees left at the curb will be collected by our Solid Waste Department. These trees must be unbagged and will be picked up on your regularly-scheduled trash collection day.

Option two: drop the tree off at one of three designated City Park locations: Jim Warren Park (705 Boyd Mill Avenue); Liberty Park (2080 Turning Wheel Lane); and Fieldstone Park (1377 Hillsboro Road). Drop-off points at these locations will be clearly marked with green, wooden cut-out trees.
Both of these options will be available until February 1st.

Whichever option residents choose, the trees must be FREE of all ornaments, tinsel, lights, and other materials. Trees will be sent through the City’s grinder and recycled as mulch for use in City landscaping.

Colossal Pumpkin from Franklin’s Sister City Visits Liberty Elementary

Franklin—The giant mascot for Franklin’s Annual Pumpkin Fest is on its way from Canada and will arrive this Friday at 10:00 a.m., making a pit-stop at Liberty Elementary School. For the last several years Franklin’s Sister Cities Group has arranged for the giant pumpkin to come from a farm in our sister city, Carleton Place, Canada, and this year’s specimen promises to be a record breaker weighing from 800 to 1,200 pounds. giant pumpkin

The massive pumpkin has traditionally been provided by Canadian grower Glenn Needham from his farm in Arnprior, Ontario, Canada. At Pumpkinfest, visitors can venture a guess at the pumpkin’s true weight and win a Pigeon Forge Family Fun Package, valued at close to $500.00.

The colossal orange vegetable is now on its 20 hour journey to Franklin where the first stop will be Liberty Elementary School Friday, October 29th at 10:00 a.m. to meet the children. The school kids will get to go outside and see the big pumpkin, up-close. Mayor John Schroer will be there to greet the students along with the delegation from Canada.

After the visit to Liberty Elementary School the Pumpkin will be on prominent display at Pumpkinfest, October 30th in downtown Franklin near the square.

27th Annual Pumpkinfest Fills Franklin’s Main Street Oct. 30
Three stages of continuous entertainment are part of this Saturday’s 27th annual Pumpkinfest event on Franklin’s Historic Main Street. Most activities of the free street festival are from 10 a.m. to 6 p.m., with the Battle of the BBQ tent on 3rd Ave. N. continuing until 8 p.m.

In addition to Saturday’s activities, there is a new Memphis BBQ Network-sanctioned contest underway at N. Margin Street and 3rd Ave. N. at the City of Franklin’s future Bicentennial Park location. Near the BBQ site is another popular feature of Pumpkinfest with the “Grave Matters: The Stories Behind the Stones” tours Saturday night, Oct. 30, at the Old City Cemetery and Rest Haven Cemetery from 7 to 9 p.m.

The street festival of Pumpkinfest is free and open to the public from 10 a.m. to 6 p.m. on Franklin’s Main Street from Second to Fifth Avenues.
Activities of Pumpkinfest include:
The Third Avenue South Kids’ Area filled with fun activities for young children from 10 a.m. to 6 p.m. Saturday, Oct. 30.

The Battle of the BBQ Peoples’ Choice tent on 3rd Ave. N. from 11 a.m. to 8 p.m. The public is invited to taste pulled pork (at $5) or ribs ($1 per bone) and vote for favorites.
The Franklin Tomorrow Chili Cook-off on Fourth Avenue South from 10:30 to 3:30 Oct. 30. Tickets to taste chili from local organizations and restaurants will be available for $5 at the intersection of Fourth Avenue and Main during the event.

Fall and holiday arts and crafts around the Public Square from 10 a.m. to 6 p.m. More than 60 vendors will be displaying hand-crafted items perfect for fall and the holidays.
Cemetery Tours 7 to 9 p.m. Halloween night. Participants will walk from tombstone to tombstone at the Historic Resthaven cemetery on North Margin Street, hearing from costumed re-enactors about the people who are buried in certain graves. Tickets are $15 per person for adults, $5 for children, but the activity is not recommended for children under 6. Tickets are available from www.franklinonfoot.com and at the Heritage Foundation. Participants should bring a flashlight and wear close-toe shoes.

Costume Contest starts at 3 p.m. at the Five Points stage. It’s $1 for each entry and categories are pets, children ages 0-5, ages 6-13 and 14+. Enter at the headquarters tent on the Public Square between 10 a.m. and 2:30 p.m.

Sister Cities of Franklin and Williamson County and O’More College of Design join forces to produce the third annual Celebration of Nations—An Evening Open-Air Market. The mission of the Celebration of Nations is to create global and cultural passion, beginning with a personal knowledge and understanding of the interconnectedness of people universally. We believe one way to accomplish this goal is through genuine artistic and sensory representations of various cultures. This unique affair will consist of 25-30 cultural booths featuring ethnic food, wares, and performances throughout the evening. All booths will provide an authentic sensory representation of one or more cultures. Funds from the festival will be utilized to support cultural student exchange opportunities, globaltravel scholarships for students within Williamson County, and the various global/cultural missions of each organization. The Event will take place on the O’More College of Design campus, September 18th from 10 am to 9 pm.

Franklin, TN – Six Franklin retailers will discount smoke alarms by 20 percent during the 2nd Annual “Smoke Alarm Discount Day” on Saturday, October 9, as part of the Franklin Fire Department’s Fire Prevention Week activities. Participating stores are:

“Many homes in Franklin may not have any smoke alarms, not enough smoke alarms, alarms that are too old, or alarms that are not working,” said Jamie Melton, Fire and Life Safety Educator for the Franklin Fire Department. “We want residents to understand that working smoke alarms are needed in every home, on every level of the home, including the basement, outside each sleeping area and inside each bedroom. And, if a smoke alarm is 10 years old or older, it needs to be replaced.” Melton said Smoke Alarm Discount Day is an excellent day to purchase alarms at a discount and make sure you have the full smoke alarm protection that’s recommended. She said that firefighters will be on hand to assist shoppers, as well.
“Most people have a sense of complacency about smoke alarms because they already have one in their homes,” said Melton. “But smoke alarms can mean the difference between life and death in a fire.” National Fire Protection Association (NFPA) statistics show that working smoke alarms cut the chance of dying in a fire nearly in half. But they must be working properly to do so. NFPA’s data shows that many homes have smoke alarms that aren’t working or maintained properly, usually because of missing, disconnected or dead batteries. Roughly two-thirds of all home fire deaths result from fires in homes with no smoke alarms or no working smoke alarms.
NFPA and the Franklin Fire Department agree that interconnected smoke alarms offer the best protection; when one sounds, they all do. This is particularly important in larger or multi-story homes, where the sound from distant smoke alarms may be reduced to the point that it may not be loud enough to provide proper warning, especially for sleeping individuals.
The Franklin Fire Department offers the following tips for making sure smoke alarms are maintained and working properly:

Test smoke alarms at least once a month using the test button, and make sure everyone in your home knows their sound.
If an alarm “chirps,” warning the battery is low, replace the battery right away.
Replace all smoke alarms, including alarms that use 10-year batteries and hard-wired alarms, when they’re 10 years old (or sooner) if they do not respond properly when tested.
Never remove or disable a smoke alarm.

Monument get's first bath in 30 years

The entire process took about 24 hours to set up the lift and make sure it got to the right height, washing, taking down the lift. It was about a 4-5 hours process of washing the monument. The City Streets Department used a special solution (Dupont Klenzall) ordered by the parks department to spray it down, scrub with brushes as you see in the photo below and then rinse it off water.

1940’s Historic Jail Property up for Bid in Franklin

Jailhouse to Moonshiners and a Few Notorious Murder Suspects

Franklin— According to local historians, it was the place where a notorious 1949 murder investigation unfolded, a mother and son suspected of brutally murdering a beautiful woman, who later were sentenced to die in the electric chair. It was also the sleeping place of many restless moonshiners, arrested for illegal alcohol. Now this historic property is available to the highest bidder. The City of Franklin has declared the historic 1940’s jail, affectionately known as the “old, old jail,” and the facility behind the building as surplus property and is now accepting sealed written bids in the City’s Purchasing Office until 2:00 p.m. September 2, 2010. The two institutional structures, including the single parcel of land located at 112 and 118 Bridge Street will be sold as one package.

The structures will be open for inspection to potential bidders on August 6 and again on August 11 between 1:00 and 2:00 p.m. or otherwise by appointment. Bids must be prepared and submitted in accordance with the City’s instructions, terms and conditions pertaining to this solicitation, available at the Purchasing Office or upon electronic request made to purchasing@franklintn.gov. MINUTES

APPROVAL OF MINUTES FROM PREVIOUS MEETING:

Minutes from January 21, 2010 were previously approved via e-mail.

FINANCIAL REPORT:

A number of preventive maintenance and cosmetic issues were discussed. Roof repair and maintenance continues to put severe stress on the operating and reserve budgets.

In order to clarify what constitutes the Association’s and Owners responsibilities, the following has been extracted from the Declaration of Covenants, Conditions and Restrictions for Townhomes of Andover:

Article IV, Section 1. Association’s Responsibility – The Association shall maintain and keep in good repair the Common Area, and the Additional Maintenance Area, such maintenance funded as hereinafter provided. This maintenance shall include, but not limited to, maintenance, repair, and replacement, subject to any insurance then in effect, of all landscaping and other flora on the Common Area, and structures, and improvements situated upon the Common Areas, and the Additional Maintenance Area, as set forth fully in Article VIII.

Article IV, Section 2. Owners’ Responsibility – In accordance with this Declaration, and except as provided in Article VIII, all maintenance of the interior portions of the Residential Unit, all structural components of the Residential Unit, and other improvements not maintained by the Association shall be the responsibility of the Owner thereof.

Article VIII, Section 2 (a) Additional Maintenance Obligations – The Association also shall maintain the exterior of each Residential Unit as follows: painting, maintenance, and non structural repair of exterior building surfaces, trees, shrubs, grass, walks, replacement of trim, caulking and other repairs to roof covers (to include the repair and replacement of all non-structural components of the roof of each Residential Unit), and other miscellaneous repairs of a nonstructural nature.

Article XIII, Section 4. Weatherproofing – Notwithstanding any other provisions of this Article, an Owner who by his negligent or willful act causes the party wall to be exposed to the elements shall bear the whole cost of furnishing the necessary protection against such elements.

Article XIV, Section 1. Damage and Destruction – Duty to Rebuild. If all or any portion of any residence constituting a part of a Residential Unit is damaged or destroyed by vandalism, malicious mischief, fire, windstorm or other casualty, it shall be the duty of the Owner of said residence to rebuild, repair, or reconstruct said residence in a manner that will restore it substantially to its appearance and condition immediately prior to the casualty.

In accordance with these covenants and by-laws, The Association’s responsibility is limited to the outside surface of the Unit. The Association is pursuing an insurance claim related to damages covered under our policy. If a Homeowner has inside damage, they need to pursue their individual insurance policy.

If a Homeowner occurs damage from the roof, window or door, the Owner must notify Gasser Property Management within 10 days of the damage.

UNFINISHED/OLD BUSINES

1. Units 604 and 654 have been issued a court date for failure to pay association dues.

2. Units 659 and 684 are in arrears of dues to the Association dues of $500 or more.

HOMEOWNER REMINDERS

1. Please Move Your Trash Bin

A few Homeowners are leaving their trash bins in front of their unit all week. This is unsightly for the neighborhood and your immediate neighbors. Please return your trash bin to inside the garage or to the rear of your unit by no later than Wednesday morning. If you are going to be out of town, ask your neighbor. Homeowners failing to comply with this request will be fined $20 for each instance.

2. Franklin Recycling Program

Beginning in July, the City of Franklin will begin a voluntary recycling program. This requires little effort and the recyclable materials will be picked at the curb on Monday, along with your regular trash. To get more information, go to franklin.gov, click on “your government”, the “solid waste” and then “blue bag recycling”.

Blue Bag Recycling Starting July 12, 2010

BLUE BAG RECYCLING

Free Service for Residents...Only cost is the Bag

Blue Bag Recycling is coming to our community on July 12, 2010. See a power point presentation about the Blue Bag Program.
This curbside recycling program is for all City residents of Franklin, TN. It is a very simple program. All you have to do is purchase a box of blue bags at your local retailer (similar to normal trash bags, except they are blue) and put your recyclables in the bags, no need for separation. The bags will be at your local retailer by the time the program starts in July.
Recyclables accepted in the blue bags are:

Plastics (1-7)	Aluminum/Steel	Mixed Paper	Office Paper	Cardboard

Once you have your bags full, you simply place the bags next to your roll out container for your weekly trash pick-up. If you have large pieces of cardboard, we ask that you break the cardboard down flat and put the blue bags on top of the flattened card board. Franklin Solid Waste will pick up as many blue bags as you place at the curb, there is no limit. Currently this program will not pick up or recycle glass. You can take your glass directly to other recycle locations.

Curb Recyling Becoming Available July 2010

FRANKLIN — Starting in July, Franklin will be the first Williamson County city to offer residents curbside recycling.

Aldermen gave the city's blue-bag program a 7-1 vote of support Tuesday.

But will it be a long-term solution to cutting Franklin's trash or a short-lived eco-friendly experiment?

Residents such as Emily Kinzig, who is willing to buy blue recycling bags for her cardboard, paper and plastics and leave them for once-a-week pickup, will decide. The bags will be available at local grocers and other locations.

"Switching to bags will be a little bit of a change," said Kinzig, 31, who takes her recycling to the free local drop-off sites. "I definitely consider it a hassle to load it all up and drive it somewhere."

Despite a near-unanimous vote Tuesday, questions about the program remain in City Hall.

City officials can't say exactly how much curbside recycling will cost yet, nor do they know how many tons of recycling they can expect to divert from the landfill in Murfreesboro.

Sumrall Recycling Inc., based in Sumrall, Miss., will be taking and sorting Franklin's recyclable products without charging the city.

Cost projections have been about $280,000, which would buy three new trucks to pick up the bags. In turn, Franklin hopes to trim how much it's paying in landfill fees.

Franklin, which pays a $25-a-ton tipping fee to dump its garbage, might save as much as $83,000 annually if residents were to recycle 3,333 tons.

Becky Caldwell, city solid waste director, said she's still getting information on leasing trucks, which might make the program decidedly cheaper for taxpayers. Costs of leasing the trucks will be presented to aldermen before the new budget is set in July.

Alderman Pearl Bransford said she thinks changing the city's recycling habits is a must and education programs in schools and elsewhere can mean the difference for the program's success.

"The status quo's not acceptable," Bransford said.

Recyclers iffy on program

Some avid recyclers say they're skeptical the program will cut the city's trash output, since Franklin's 18,000 garbage customers can already recycle for free at the county's drop-off sites.

"You're not going to generate any measurable amount of additional recyclables by telling people that they can go to Home Depot and buy a blue bag to do something differently than they do now that costs nothing," said Alderman Dana McLendon, who uses four tubs to store his family's recyclables at home.

McLendon cast the lone vote against the program.

While resident Chase Whitaker jokes that his family is "addicted" to recycling and cutting waste, he still dislikes the city's program, citing its cost among other reasons.

"Curbside recycling does not need to be implemented as yet another 'entitlement' service for the folks of the city or county," Whitaker said.

Others, such as Elizabeth Jenkins, 44, pays a private garbage collection service to pick up her recyclables and said she doesn't think residents will remember to buy or use the blue bags.

"The odds of most people remembering to get them is slim," Jenkins said. "In fact, I think it's ridiculous to have a specific bag."

But Alecia Lohaus, 28, from Franklin, said she'll use the bags as well as the county drop-off sites.

"Not only will I save time putting my items in my new household bins, but the local pickup service will definitely allow me to recycle even more items as I will not have to pack them up in my car for bi-weekly drop-offs," Lohaus said.

(2) Dues in arrears over 3 months, a lien will be placed on the unit.

(3) Dues over 4 months in arrears, we will seek judgment.

BOD instructed Gasser Properties to contact our attorney to pursue a judgment against the following Homeowner’s Townhomes for late Home Owner Association dues accumulating over $500.00:

For those other units with outstanding dues, the BOD urges all Home Owners to be current with their Home Owners dues.

} Roofing Repairs:

With the abundance of rain, we have had several leaks reported.

In regards to repairing inside work, it will be done on a case-by-case basis. If Gasser Properties or a Board Member is not called as soon as the leak happens and the damage is because of the homeowners or renter’s failure to report the leak, Andover Townhomes HOA will not be responsible.

} Requested Letters:

Request of Jim Ford for Mitch Welty to write up a letter to be attached to the Minutes that accounts for how the dues have been spent.

Request of Gloria Dale William for Gasser Properties to draft a letter for her approval regarding cars violating the HOA parking rules. This letter will be attached to the windshield of those cars to announce final warning before towing.

} Debra Gerstenberger reported the Towing Sign has been lying down in the grass by her unit for

about a month. She requested that it be reinstalled.

OLD BUSINESS

} Repeated request for our roofing repair to be more detailed on the invoices. Mike Woods stated

that the process is beginning.

City Tree Lighting Ceremony on December 2nd

Christmas Parade scheduled for December 5th at 2 PM

Franklin, TN – The Christmas Tree Lighting Ceremony for the City of Franklin will

be held on Wednesday, December 2nd at 6 PM at City Hall. Entertainment will be

provided by the Liberty Elementary School chorus, under the direction of Mr.

Bobby Vines, and Miss Tennessee USA, Tucker Nichol Perry of Franklin.

The 20-ft spruce is a pre-lit artificial tree which is expected to last ten years. The

City chose to use an artificial tree due to the significant cost savings over a live tree.

“For the first time, we’ve decided to use an artificial tree for the Community’s

Christmas Tree,” stated Eric Stuckey, City Administrator. “Our savings over cutting

and decorating a live tree made the artificial tree much more feasible. And we’ll be

able use this tree over the next few years which will increase those cost savings.”

The Franklin Christmas Parade, sponsored by the Cool Springs Kiwanis Club will

be held on December 5th at 2 PM. The Parade travels down Hwy 96 W to Third

Avenue and proceeds down Main Street to West Main Street and ends at Jim

Fills Public Square Labor Day Weekend

It's a 20-year tradition to celebrate the last days of summer with the Franklin Jazz Festival.

Additions to this year’s event include a larger "Jazz Café" (beer and wine tent) in sight of the Main Stage and a booth acting as a "Musical Petting Zoo" filled with musical instruments for kids to try out with the help of music professionals. 1.) Carnton Sunset Concert Series

Tucked away in the east end of the park, in scenic woods, a professionally designed disc golf course has been laid out under a canopy of native trees. It is a hilly and demanding course with natural obstacles and a challenging design to keep even the most competitive player interested. Bring your favorite disc and give it a try. Posted signs will guide you through the course.

Also, opening simultaneously is a new state of the art children's playground nestled int the hills. This playground has a pour-in-place surfacing system called VitriTurf. It provides a seamless, porous, safe and aesthetic surface that is ADA compliant and made of 100% recycled materials.

5.) The Park at Harlinsdale Farm (239 Franklin Rd, 37064)

The Grand Opening dedication and ribbon cutting ceremony is scheduled for Saturday, July 25th from 10am-2pm. The Public is invited.

The Parks Department is excited to announce that The Park at Harlinsdale Farm is due to open by the end of July offering the public unbridled views and the chance to experience and enjoy this natural and historical piece of land.
One can reflect back on Franklin’s past by overlooking the pastures and grounds imagining not only the Civil War battles but also the famous Harlin horse breeding business that was legendary on this former working farm.
The park is an ideal location for walks, reading, bird watching, photography, scenic vistas along the river and most passive pursuits. The 3 acre pond is a reflective waterscape and someday will be available for catch and release fishing. Bring along your own lawn chair and blankets for picnics in this rustic setting. The park is a work in progress and other amenities and features will be added when funds become available.

My husband and I have been to the Thursday evenings free music in the Lobby and enjoyed it. the evening we went, the music was 2 musicians playing acoustical guitars. The sound reverberating in this beautiful building was a very pleasant listening experience. The Frist Center is the site of the original Post Office. The art deco style of the building is so detailed and amazing. It is so worth the trip to see it!

8.) Tennessee Senior Olympics State Finals

The 29th Annual Tennessee Senior Olympics State Finals will be held at different venues in Williamson County. The City of Franklin Parks is proud to host the Softball venue at Fieldstone Park. APPROVAL OF MINUTES FROM PREVIOUS MEETING:

Minutes from January 22, 2009 were previously approved via e-mail.

FINANCIAL POSITION:

As of March 31, 2009 the HOA had $32,034 in Total Assets; consisting of $10,325. in our Operating Account, $15,708. in our General Reserve, and $6,000 in our Roofing Reserve. As of January 31, 2008 the HOA had Total Assets of $17,476.

Uncollected Association Fees and Special Assessments of $6,727. remain outstanding at March 31, 2009. The majority of these amounts outstanding consist of three Members; the HOA has placed liens on these Members’ Units until settlement in full. Additionally, there are sixteen Members with outstanding balances of $500. or less.

Mitch Welty has worked closely with Gasser to ensure proper accounting for the Special Assessment in accordance to how it was approved at the Annual Meeting. As the Members’ payments are received, they are applied to the Members’ accounts as follows:

1) Special Assessment – Roofing Reserve - $20.
2) Special Assessment – General Reserve - $5.
3) Association Fees – Remaining Balance of Payment Received

As originally approved, the HOA is funding the Roofing Reserve and the General Reserve on a “Cash Basis”. The HOA will not deplete the Operating Account or General Reserve to fund Roofing Reserve payments due but not yet received.

The $6,000. in the Roofing Reserve represents an average of 100 Members’ payments received per month, times 3 months, times $20. per payment received. Uncollected Special Assessments will be applied, as collected, in the manner outlined above.

NEW BUSINESS:

1.) Discussion of replacement of trees. The HOA has lost several trees over the last couple of years. The BOD requested LSI to provide us with a quote to systematically start replacing the trees lost.

2.) The streetlight needs to be repaired in the area of the circle parking area. Gasser Properties is going to have this work done.

3.) The mulching is to be done very soon.

4.) The BOD approved for 2 signs to be purchased to advertise our Community’s blog at:

www.huffinemanorcircle.blogspot.com

OLD BUSINESS:

1.) The diagram for each building’s maintenance already performed by Darwin is in process. All boots on the roofs have been replaced. There are a few soft spots in some roofs to be replaced. The gutters are to be checked anytime Darwin is in close proximity of them.

2.) Shutters will continue to be systematically painted within the Complex. However, due to cash flow restrictions, the HOA must focus on structural repairs before focusing on cosmetic repairs.

3.) A thanks was given to Gasser Properties for installing the South pet station in a timely manner. EVERYONE NEEDS TO CLEAN UP AFTER THEIR PETS!!

4.) “No Solicitation” signs were requested for each entrance.

5.) Our parking issues have lessened since our last meeting. PLEASE PARK IN COMPLIANCE WITH HOA RULES AND THE LAWS OF THE CITY OF FRANKLIN. PARK ONLY IN MARKED SPACES. DO NOT PARK IN THE GRASS. SIMPLY PUT – ACT CIVILIZED AND BE RESPECTFUL OF YOUR NEIGHBORS!

PLEASE REMEMBER THERE IS OVER-FLOW PARKING AVAILABLE ON ALMOST THE ENTIRE LENGTH OF STANWICK DRIVE.

Please note that the LSI office has moved up the street from 1120 Lakeview Drive to 1219 Lakeview Drive. Instead of turning right off of Lakeview Drive and traveling behind the Bowling Alley, you continue straight on Lakeview Drive and their offices are on the left side of the street.

Parking Letter from the Board of Directors

The Board of Directors of the Townhomes of Andover HOA (BOD) has recently received numerous complaints from the Members regarding parking within the complex. The BOD recognizes there is a major parking problem, and has prepared this letter to inform the Members of the actions the BOD has taken and will be taking on behalf of the Members.

Governing Excerpts:

Please note the following excerpts from the Declaration of Covenants, Conditions, and Restrictions for Townhomes of Andover (Declaration) and the Townhomes of Andover Rules and Regulations (Rules):

Declaration: Article XI, Section 1(i) – Parking – Motor Vehicles

Ownership of a Residential Unit shall entitle the Owner thereof to the use of not more than two (2) automobile parking spaces which shall be provided by the Association on the Common Area, and which spaces shall be as near and convenient to said Unit as reasonably possible, together with the right of ingress and egress in and upon said parking area. The Board of Directors may impose rules and regulations not inconsistent with this Declaration with respect to the maintenance and use of parking spaces provided on the Common Area and the uses, operating and control of motor vehicles thereon.

Rules: Vehicles

Vehicles (cars, pick-up trucks, and small vans) shall be parked only in garages or in the driveways. No parking shall be permitted on any street, except temporarily for social gatherings or other functions held in a Unit. Commercial vehicles, tractors, mobile homes, recreational vehicles, trailers, campers, camper trailers, boats and boat trailers or any other watercraft shall not be parked or stored outside a unit.

Owners and operators of motor vehicles within the property shall comply fully with all the laws and regulations of the State of Tennessee and the City of Franklin and Williamson County Governments. Vehicles of the property shall be properly licensed, and maintained in condition for operation on the public streets.

VEHICLES NOT COMPLYING WITH THE ABOVE WILL BE TOWED AT OWNERS EXPENSE.

Interpretation of Governing Excerpts:

The BOD provides these excerpts as a “friendly reminder” to the Members and their guests, as well as to reiterate that there are already defined rules and regulations regarding parking within the Townhomes of Andover.

The above excerpts have long-been interpreted by the BOD to mean that all Members are entitled to two parking spaces: (1) in your garage and (1) in your driveway. All marked spaces within the Complex are available to the Members and their guests on a first-come-first-serve basis for short-term parking only. All vehicles must be parked in a legally designated parking space in compliance with the City of Franklin’s Fire Codes (All designated parking spaces were originally set in compliance with Franklin Fire Codes). No vehicles should be parked in marked spaces long-term (longer than overnight). No vehicles should be parked in the grass.

Please note that the lawn surrounding your unit is community property owned and maintained by the Townhomes of Andover HOA. YOU DO NOT HAVE ANY RIGHTS TO PARK IN THE LAWN SURROUNDING YOUR UNIT.

Occasionally, the BOD will authorize certain vendors and maintenance workers to drive in the lawn to better access the Units. This is not deemed in violation of the Rules, as it is for the benefit of the Members as a whole.

Almost the entire length of Stanwick Drive is available for over-flow parking (please obey posted signs).

Parking Issues:

Recently, the BOD has received numerous complaints submitted by the Members of vehicles parked illegally. Instances included vehicles parked in the grass, parked in fire lanes, and in other non-designated areas. The BOD recognizes that most of these issues relate to a hand-full of repeat offenders.

It appears that most of these repeat offenders are renters and their guests, although not exclusively. The BOD has sent numerous letters to both the Members and the actual tenants informing them of the Rules; and that their actions were in violation of those Rules. Additionally, numerous violation stickers have been affixed to the widows of illegally parked vehicles.

Historically, these actions by the BOD have rectified the situation and no further action, such as towing, has been required. However, it currently appears that these repeat offenders have disregarded the safety and comfort of the other Members and tenants, and continue to park illegally.

These actions have forced the BOD into a position of being the “Parking Police”; a position that the BOD does not desire to be in, but is required to act upon under the Declaration. As this is an unprecedented position for the BOD to be in, it has taken some time for the BOD to fully vet the laws and liabilities surrounding the towing of vehicles from the Townhomes of Andover. The BOD apologizes to the Members for what may appear to be slow action, but reiterates this timeline has been required to minimize the liability exposure to the HOA and its Members.

Enforcement:

The BOD has recently contracted with Harpeth Towing & Recovery and will now be towing all vehicles illegally parked within the Townhomes of Andover. Based on all Members’ previous acceptance of the Declaration and the Rules and the explicit nature of this letter, the BOD has deemed this “sufficient notice” to all Members, renters, and guests and will now routinely tow all illegally parked vehicles. As a Member, it is your responsibility to inform your renters and guests, as applicable, of the Rules of the Townhomes of Andover. (A copy of this letter will be sent to both the Members and the physical address of the townhome in an effort to inform both the Members and any renters).

Your vehicle cannot and will not be towed if parked legally.

Signs will be posted within complex in the coming weeks. However, upon the receipt of the letter, PLEASE CONSIDER THIS “SUFFICIENT NOTICE”.

NEW BUSINESS

1.) Maintenance of the outside of the buildings will be performed as the weather warms. It was established that the shutters will be painted on a continuing schedule.

2.) The BOD is asking for a diagram of each building from the maintenance company to show what was done for each building and what work still needs to be done. Mr. Emery Gasser will present the diagram to the BOD.

3.) The BOD asked that the maintenance company clean out the gutters as they are repairing areas of the roofs.

4.) The BOD approved an awning for Unit 700.

5.) The BOD approved a third pet station for the South end of Huffine Manor Circle.

6.) Annual Yard Sale will be Saturday, April 18, 2009. If you would like to participate, you must obtain a permit from the City of Franklin. The contact number is 791-3226. The cost for the permit is $5.00.

7.) The BOD approved Mr. Emery Gasser to retain quotes for our Homeowner's Association Insurance Policy, since market conditions have become more competitive in recent years. The BOD believes there is a potential to maintain the same level of coverage but reduce the HOA's monthly premiums.

8.) The BOD requested a "No Solicitation" signs to be installed at each entrance.

PARKING

The BOD has received numerous complaints regarding the parking within the complex. Please see the accompanying letter from the BOD regarding actions already taken and future actions to be taken. PLEASE READ THIS LETTER CAREFULLY.

HOMEOWNER'S ALERTS

1.) Please do not leave your hose attached to your outside faucets. This could cause the pipes to freeze leading into the inside.

2.) Due to the age of our units, there have been reports of the wax seal becoming faulty on the homeowner's toilets. This is the homeowner's responsibility. Early detection will be a cost saving measure.

I would guess that some people chose to forgo the lights this year.

Hopefully, next Christmas will be different!!

But it is still worth the drive!

Also, there is the Opryland Hotel in Nashville.

If you want to make it a totally free visit,

park in the Opry Mills Mall parking lot closest

to the Delta Atruim and you will forgo the $12.00

or more to valet park in the Hotel parking lot.

It is a short walk and there is a walkway.

One more is Trinity City USA in Hendersonville, TN.

Volunteers for Dickens of a Christmas

Hear Ye-Hear Ye!!! It's time to line up Ye Olde Volunteers for Dickens of a Christmas -- one of the Historic Downtown Franklin Festivals that The Heritage Foundation produces each year. A 22-year tradition on Franklin's Main Street, this fabulous event will be held on Saturday, December 13 from 10 a.m. to 5 p.m. and Sunday, December 14 from 12 noon to 5 p.m.

Dickens of a Christmas features all the sights and sounds of a Victorian Christmas scene complete with Dickens Characters, food, carolers, carriage rides, entertainment, and craft vendors. Dressing up in Victorian fashion is encouraged and adds to the fun! In fact, if you would like to rent something to wear, call the Tennessee Repertory Theatre at 244.4878 or see the attachment for suggestions. It is NOT mandatory that you dress up. It just helps all the visitors to the festival enjoy the spirit of Dickens!

We are looking for volunteers to fill 2 to 3 hour shifts, so please see if you could donate a few hours of your precious time to help with one of the following areas. All volunteers are welcome in our Green Room at one of the local churches rest, get refreshments and get warm.

CITY TREE LIGHTING CEREMONY ON DECEMBER 11TH

The Christmas Tree Lighting Ceremony for the City of Franklin will be held on Thursday, December 11th at 6 PM at City Hall. The Blue Spruce was donated by the Frattalone family of the Redwing Woods subdivision. The chorus from Liberty Elementary School, under the direction of Mr. Bobby Vines, will provide the entertainment. Santa Claus is also scheduled to make an appearance.

This year's Illumination will take place on Columbia Avennue near the Historic Carter House.

THE FRANKLIN BATTLEFIELD TASK FORCE NEEDS YOUR HELP!
"100 FOR 100"

The Battlefield Task Force is seeking "100 for 100." We need 100 groups or individuals to volunteer to place, light, and clean up 100 luminaries on November 30. This is a great way for individuals, families, clubs, and other groups to be a part of this special commemoration event!

Volunteers will also be needed to assemble the luminaries during the week leading up to the event (the afternoons of November 24 & November 25.

ESTABLISH QUORUM FOR ELECTION OF NEW OFFICERS

At the Annual Homeowners meeting on September 26, there were not enough ballots cast to establish a quorum. According to the Association By-Laws, the results of the election were kept open for thirty (30) days. There were not enough additional ballots cast to affect the outcome from the previous votes received. The Board approved the results from the ballots received. Elected to the Board was Debra Gerstenberger (Unit 660). Reelected were Jim Ford (Unit 600) and Bob Schettler (Unit 700).
Election of Officers was held by the Board. Mitch Welty (Unit 672) was elected President, Gloria Dale Williams (Unit 678), Vice-President and Debra Gerstenberger, Secretary.

APPROVAL OF MINUTES FROM PREVIOUS MEETING:

Minutes from July 24, 2008 were previously approved via e-mail.

FINANCIAL REPORT:

The FY 2008-09 budget was reviewed and approved. Approximately $4500 remains in the operating budget and $18,000 remains in the reserve account. Approximately $8200 in association dues remains delinquent. The Board approved Gasser to Management to employ another law firm that will file a judgment against any homeowner that is delinquent 3 months or more.

UNFINISHED/OLD BUSINESS

1. The Board instructed Gasser Management to begin the pressure washing of certain buildings. The sides of Units 610, 616, 626, 649, 667, 680, 692, and 702 will be washed. The backs (all vinyl surfaces on the back and the sidewalls connecting the units) of Units 612, 614 and 616. Also, the North side back walls of the complex housing Units 651 thru 657.

2. The Board approved the landscaping of the North entrance.

NEW BUSINESS:

1. Board member Debra Gerstenberger has started an Andover Blog. The Board encourages all homeowners to visit the Blog and check it out. Using the Blog should greatly enhance communications between homeowners and the Board.

HOMEOWNER ALERTS

1. Now is a good time to replace the batteries in your smoke alarms. Each unit has 7 alarms.

2. Be sure and check your dryer exhaust frequently. Keeping the exhaust clean will let your dryer run more efficiently and reduce the possibility of fire.

3. Check the inside of your units for termites. Several units have experienced termite damage. The Homeowners Association sprays for termites on the outside, but the homeowner is responsible for the inside.

Andover homeowners present: Units 602, 604, 639, 660, 670,716, 734 and 747.

Others present: Emery Gasser and Mike Woods of Gasser Property Management.

FINANCIAL REPORT:

Mitch Welty explained the need for a special assessment of twenty five dollars per month. Twenty dollars of the assessment will be placed in reserve and be used for roof repairs. Five dollars will go to the general operating fund. The Board approved the special assessment. Effective January 1, 2009, the total Association dues will be $125.00 per month.

ESTABLISH QUORUM FOR ELECTION OF NEW OFFICERS

There were not enough ballots cast to establish a quorum. The election of officers was deferred for 30 days.

Drop-off day for cleaning products, automotive supplies, pharmaceuticals, pesticides, paints, herbicides, insecticides, kerosene, fluorescent tubes and CFL bulbs, computers and components, cell phones and televisions

Shred Day

When/Where: Saturday, November 15, 2008 Keep Williamson Beautiful office (parking area) 420 Century Court 8:00AM – 2:00PM
Bring your documents to be shredded and recycled! Don’t forget old tax returns, cancelled checks, credit card statements, IRS forms, insurance papers, investment statements and paycheck stubs
